[The Answer Is 'Non-Disclosure,' But Then ①] Non-Disclosure Notices from Information Disclosure Requests – You Must Verify Them Immediately Upon Receipt
Hello, I'm Administrative Agent Jean.
Many people think that information disclosure is something only journalists or civic organizations engage in.
But these days, that's different.
In 2023, the number of information disclosure requests reached 1.84 million annually, representing a 70-fold increase over the 25 years since the system was implemented. According to the Ministry of Interior and Safety, the recent surge driving this growth has been from requests aimed at resolving personal everyday problems such as insurance claims and lawsuit preparation.(2024 Information Disclosure Annual Report).
The Ministry of Interior and Safety has begun separately classifying these types of requests under the name 'livelihood-related information.'
A foreign national whose visa was rejected requests to see the review opinion to find out "why it was rejected,"
A self-employed person whose business license was denied requests to see the review materials to find out "what's lacking,"
A builder whose construction permit was rejected requests to see the "grounds for rejection,"
A student who failed an exam requests to see the "grading criteria" — they all file information disclosure requests.
They file information disclosure requests to find out "why not," but most of them receive the same response.
